Southern Region includes Galle, Matara, Hambantota, Moneragala and Ratnapura Districts. The Plan consists of two parts, Part 1 being the Database and Analysis and the Part II being the Plan. The Plan covers all the relevant sectors of the Region and proposes a Physical Plan that guides the spatial distribution of future investments in the Region so as to achieve set development targets within the National Physical Planning Guidelines.

The objective of the Plan aims at achieving a Higher Regional Economic Growth Rate during the Plan period, generating large scale employment opportunities, creating a world class environmental friendly urban settlements and conserving the natural environment in a way to play a key role in economic development.

There were two strategies discussed at the Plan Preparation Stage i.e Export Oriented High Growth Industrial Strategy and High Growth Agricultural Strategy. The strategy selected for achieving the objectives of the Plan was a combination of both.
